I just wanted to let people out there know that paypal's resolution center doesn't always guarantee a refund, even if you WIN the dispute!!!
I have had this happen to me 2 times in the past. What happens is that, before the buyer opens a dispute with the seller, the seller can withdraw funds from their paypal account, and deposit the funds into his or her bank account. When the buyer opens a dispute, the sellers account becomes frozen, or limited, meaning they cannot transfer any more money out of the paypal account, and cannot change any of their personal information, etc.
If the buyer wins the dispute, and the seller has already removed the funds from their paypal account, then paypal may only give you a minimal amount of the money you actually paid.(I received $15 out of my original $100). The only way you will get all of your money is if the seller pays up, and will then get their account limitation removed. This usually happens with fraudulent sellers, who have little to no feedback, and just open the account specifically to sell one big ticket item, and then remove the funds, and they dont care if their account gets locked or limited. Power sellers with high feedback and regular transactions I doubt would do this. So just a heads up, I hope this doesn't happen to you. Please hit "yes" if this has been helpful, thanks!
