access to paypal after case concluded : eBay Guides

I purchased an item and paid using paypal. 16 days later emailed seller requesting shipping information. They emailed back that they had not sent it and would send shipping info ASAP. Then nothing. I filed a dispute 2 days later....no response....I escalated to a paypal claim. I received prompt acknowledgement and was advised that investigation completed and "have received a refund via paypal for the full amount" Three days later, I still do not have my refund and have spent ALL day trying to contact PayPal to advise them of that fact. It is virtually impossible. I went through every thing I could think of. IT WAS ONLY AFTER LOGGING OUT AND GOING TO GOOGLE LOOKING FOR A BITCH FILE FOR EBAY AND PAYPAL DID I FIND THIS LINK.........WHICH IS IN EBAY WHERE I HAVE SPENT ALL DAY......This really needs to be corrected. PayPal  assuming that everything is just fine because they say so IS WRONG.Because in spite of their saying so I AM STILL OWED $849.00US . I had thought that I paid ebay....they held my money until they received verification that I had received item and was satisfied with it..........they then released money to seller. It makes much more sense to me that this would be the way it should work, otherwise we are uninsured for money sent. I paid $914. Canadian but am only covered for $315 US by paypal.......
